Submission on APTR/Auckland Council Emergency Budget
19 June 2020
TIA submitted on Auckland Council’s Emergency Budget 2020/21. One of Auckland Council's proposals was to suspend the Accommodation Providers Targeted Rate until March. We supported the proposal but advocated that the APTR should not be reinstated in any form, and that given the post-COVID environment, now is an opportune time to remove the APTR permanently.

Christchurch City Council’s Home-share Accommodation District Plan Review
5 March 2020
TIA has submitted on Christchurch City Council’s Home-share Accommodation District Plan Review. We advocated for Option 1 – No change to current District Plan provisions, on the basis that in the short-term CCC needed to focus on enforcing compliance under the current District Plan, and not allow the problem of non-compliance to continue while CCC works through their processes to adopt a new option. In the long-term, we continue to advocate for a central administered regulatory framework for all short-term visitor accommodation.

Local Government Funding and Financing Draft Report
Submission to the Productivity Commission - 16 September 2019
TIA is disappointed in the draft report's recommendations to address the impacts of regional tourism growth. The Commission's proposed funding solutions - user pays, bed taxes and funding from the International Visitor Levy - do not meet its principles of efficiency, equity and fairness, and sustainability. TIA proposes that Central Government makes an annual calculation equivalent to 20% of the GST collected from international visitors and distributes this to councils for tourism-related needs.

TIA Regional Tourism Funding - Proposed Distribution System
10 April 2019
It is the recommendation of the TIA Board that central government annually sets aside 20% of the GST collection from international visitors and redistributes this to local government in accordance with the tourism burden borne by each Territorial Local Authority (see the Letter below to the NZ Productivity Commission). This table below provides what each territorial authority would receive in annual funding based on the funding model, using 2018 data.

Local Government Funding and Financing Issues Paper - TIA letter regarding submissions

This letter follows TIA's first submission to the Commission on 15 February 2019, which provided detailed commentary responding to the issues identified by the Commission. TIA is recommending the Government provides local government with a 20% share of the GST paid by international visitors to help fund regional tourism activities and infrastructure.

Draft Stewart Island/Rakiura Visitor Levy Policy and Bylaw
Submission to Southland District Council - 9 November 2018
TIA opposes the proposal to increase the levy without a plan for how it will be implemented, or what specific infrastructure goals the levy will fund. The Community does not support the change. Serious consideration needs to be given to the negative impacts of any levy increase.

Local Government (Community Well-being) Amendment Bill
Submission to Governance and Administration Select Committee - 25 May 2018
TIA welcomes the reinstatement of the four aspects of well-being to Local Government. Our submission says this will give communities and councils a stronger role in leading and determining their priorities and Councils would be able to take up the important role of regional economic development. We would be concerned, however, if there were an increase in commercial rates as a result of the restoration of the four aspects of well-being.

TIA welcomes the proactive approach by QLD on this issue. However, we recommend QLDC withdraw the current proposal as the objectives it set will not be reached. A revised proposal should be put out for consultation that includes measures, rules and regulations that would actually achieve the proposed objectives.

Draft Dunedin Destination Plan
Feedback to Dunedin City Council - 27 June 2017
Overall, the Dunedin Destination Plan is a valuable and well thought through piece of work. It captures the importance of the visitor to a regional economy well and is consistent with Tourism 2025 - two years on. We would like the opportunity to provide further feedback once the plan reaches the actions and activities stage.

Proposed targeted rate on commercial accommodation providers as part of the Auckland Council Annual Budget 2017/2018 consultation

We vigorously oppose this proposed rate. Our ability to prepare a comprehensive submission responding to the proposal relied on the provision by Auckland Council of information relevant to the connection between the proposed targeted rate and the benefits that would accrue. TIA does not believe that all relevant correspondence and data it has requested of the Council has been provided, and if that information is provided at a later date, we reserve the right to comment further. If Auckland Council does not have any further information, then we are concerned at the lack of an adequate evidential basis for the proposed targeted rate on Auckland accommodation providers.

Wellington International Airport’s proposed runway extension

Significant investment in infrastructure is needed to support New Zealand’s strong tourism growth but major developments like the Wellington airport runway extension must be supported by clear evidence of tangible benefits for the visitor economy.

We want to see more evidence that an extended runway would bring more travellers to regions outside the traditional ‘Golden Route’ of Auckland-Rotorua-Queenstown and we are also concerned that the proposed funding structure relies too heavily on local and central government funding. -

Wellington Convention Centre and Movie Museum proposal
Letter of Support to Wellington City Council - 15 March 2016
TIA recommends the Wellington Convention Centre go ahead as proposed. It will provide lasting economic benefits to the country by improving New Zealand’s capability to host medium to large-scale international conferences and exhibitions. The Movie Museum adds a significant and positive new dimension to the original proposal.
